Tapu Fini really doesn't get much out of it's Terrain and it's still OU so maybe the other Tapus could be OU without being affected by their terrains.

The Levitate trait thing might be feasible if you change how Ground Type interactions work.

Some Ground moves gain the "grounded" property (like sound-based or punch-based moves) that makes them unable to hit levitators, but to balance them out they become stronger.
Examples of grounded moves would be Earthquake (100 BP-> 115 BP), Bulldoze (60 BP-> 75 BP), Earth Power (90 BP-> 105 BP) and Fissure (gets slightly higher hit rate compared to other OHKO moves, like 5%).

Ground Type moves that aren't grounded (ex.: Drill Run, High Horsepower, Mud Bomb, Bone moves) will now hit levitators as normal.

Flying types remain fully immune to all Ground moves (except Thousand Arrows) as normal.

Sturdy should go to steel types
Intimidate to dragons
Flame body to fire (including the out of battle effect)

You're more retardeder than me, Sturdy would break Steel including mons such as Kartana, Scizor and Ferrothorn which where designed to get OHKO'd by Fire. Whereas would give Rock a helpful buff.

Having every dragon lower Attack by one is too much.

Flame Body for Fire is good, gives them some defensive relief.
