He shows up:
- While you're coming back to Elm
- When you try to get into Ilex Forest (I forgot what triggers the battle, I know he only appears after you did something in Azalea)
- In Burned Tower (I think you can actually see him in overworld, at least in Gold and Silver?)
- While you're dealing with Team Rocket, in Goldenrod Tunnel
- At the end of Victory Road (to be fair if you pay attention to dialogue of random Trainers, you can see him coming)
- Literally seconds after entering Mt. Moon
- After you're done with most of the plot, he appears from Monday to Thursday in Indigo Plateau when you try to challenge Elite Four
Versus Blue:
- In Oak's lab
- On Route 22 (optional fight, only really influences Eevee in Yellow)
- Just before Nugget Bridge
- Near Captain's room in S.S. Anne
- On Pokemon Tower's second(?) floor
- Silph Co, on the path to Giovanni
- Route 22 again, this time mandatory
- Indigo Plateau, as the champion
I am pretty sure you can see him ahead of time in Pokemon Tower and Silph Co, but I might be wrong.
