To be fair, I had a random battle on showdown where alolan duggy pulled it's weight. Switched into a couple fake outs and weak iron heads. Tangling Hair lowered speed and I was able to KO with Choice Banded attacks (especially since the speed drop forced switches, which meant free hazard damage on top of destroying would be counters with predicted super effective attacks).
I'm assuming that's what Gayfreak meant for when designing this guy's ability. In practice though, nobody uses normal moves. and rock type attacks don't make contact. It sucks. but at least the hair is
glorious.
