The reason to add to the costs is right there in social media posts and the preorder figures tanking.
When released on a system alongside projects as ambitious as Mario Odyssey, BotW, and the absolute unit that is Smash Ultimate, games which people have poured the best of themselves into, the masses take the perception that the developers actually don't care what they're doing or what the fans have so much passion for themselves and are just trying to cash in on something, and what was supposed to be a love letter to where it all began turns into a steaming pile of betrayal.
I think the truest breaking point, the moment where this all fell apart, happened when the features for Smash Ultimate were released in the same breath as Pokemon released that Japanese trailer with Surge's gym looking like it was handholding the player even more by highlighting the trashcans that mattered. Even if the puzzle is different now, which it probably is, with all the other evidence in place, what could've been a comfy ride through Kanto again became, to the masses, a crude attempt to take advantage of their nostalgia.
