Why do Gen 2 Pokémon still feel “new” and “mysterious” to me? Every time I think about “new” or “unknown” Pokémon, I immediately think about G/S/C. Is this explainable?

Just like Kalos, it was a region that didnt put all of its new pokemon as the front. Like hoenn and especially unova did. Therefore, the new pokemon, some not even available until 9+ badges, didnt really click in your brain. Especially the ones with weird evolution tactics.

Then they're not really common in other games. Also most of them aren't good, so you probably aren't even using them in a competitive context.

Also they occupy a weird space in your mind as the first set of NEW but also the last set of OLD (pre-GBA) mons. Same reason why Gen 5 has a lot of weird favoritism, since it's the last set of "new" DS-era mons but also the first game before the 3D switch, making it part of the "old" format.

The beta has resparked that feeling more recently for me. Especially with the Unown they’re still such little official explanation for them, and the whole Ruins of Alph is just strange and slightly unnerving.

Gen 2 in terms of the games are "How gen 1 should've been" AKA the first proper Pokémon games without major bugs/glitches.

In terms of the 100 Pokémon however, gen 2 is like an expansion pack.
100 new creatures was a big deal back then, but it wasn't the main selling or focal point. They were just there to pad 2 regions and make it seem more alive.

Gen 4's D/P/P does the same thing, although I'm not a big fan of the retarded evos and pre-evos they gave there, Sinnoh still felt full of mystery.

Gen 3 and 5 on the other hand are complete reboots. Their main focal point was a lot of new Pokémon and an entire new region, story and characters unconnected to the previous ones.

I know everyone jerks off to "hmm l wonder what they were thinking between gen 1 and gen 2" with the spaceworld demo now.
Ive always wanted to know what they were thinking between gen 2 and 3.

Theyve got a completely upgraded engine, and whole double digit megabytes to use.

Gen 3 may not have been everyones favorite. But its pretty obvious its when gamefreak was at its height for full steam ahead.

probably cause a lot of them are pre-evo's/evos and aren't really seen in most games, that and Johto mons were quiet rare in their own games/region and a lot of them were one stage lines at the time.

Gen 2 seems more like Gen 1.5 now that I think about it.

Johto was all about mystery and adventure. Theme revolves around tradition and that is why most towns look old compared to the more metropolitan Kanto.

gen 2 was the last real generation, designed by the original creator of the series.

the rest of the gens was just fan bullshit made for profit and profit alone.

You probably grew up with Gen 1, and Gen 2 was the first add-on generation. Many of the Gen 2 evolutions also look significantly different from their Gen 1 pre-evolutions, so that could amplify the newness factor.

When you're a kid a year is forever. So Gen 2 was being advertised and anticipated for a long time. The movies, TCG, games etc had a slow ramp up so you had plenty of time to get to know the new Pokemon. It was a very well advertised new gen.

I really do as well. Easily the best period in pokemon, the early 00s. There are 3 TCG sets [the Johto E-Cards, Aquapolis, Skyridge, Expedition] that almost feel like their own region. I really wish I knew what the alternative region concepts to Hoenn were.
