Still fast but can be outsped /speed tied with other pokemons so need to be used carefully. The increased bulk can help it survive some attacks though. Less def gain than spdef since you can burn to reduce the attack.

On the Physical side, Latios has Earthquake, Dragon Dance, dual STABs, and a smattering of other options like Steel Wing for dealing SE damage to Fairy-types, or Waterfall for hitting Landorus without being locked into Outrage I guess.
Starmie doesn't even have viable Physical dual STABs.

Design should be partly based on a Wanyūdō. The idea is that the red gear absorbs so much energy from Mega Evolution that it overheats and causes Klinklang to become perpetually wreathed in flames.

Physical Latios is not a thing. They're throwaway points to keep it balanced despite having to add 100 BST. Same as Gardevoir's +20 attack, or Medicham's +20 sp. attack.

Weavile doesn't need a buff. It's a sidegrade. Contrary Overheat, Superpower and Hammer Arm has potential, plus messing with Intimidate, Sticky Web and Defog. I prioritize interesting most of the time.

It already learns several Fire type moves so there's no need to expand its movepool. Tried not to min-max the stats, the speed loss is appropriate I think and it stays a mostly defensive Pokemon with mixed attacking stats. The only major change is that its special attack is now higher than its attack, which I admit is mostly just because its movepool is far more suited for a special attacker.

Aesthetically I'd picture it keeping just the two heads (most designs I see use three, but I think that fits a normal evolution better) but having the second head be equal in size to the first. Like a lot of multi-headed Pokemon, the two heads don't get along well which has made Weezing much more volatile, making it a Fire type as the gasses it produces become more readily combustible and explosive.

Mega Kingdra is slower and doesn't hit as hard as a Specs Swift Swim set. Ferrothorn likes Iron Barbs and passive recovery over hitting a bit harder.

Starmie was a decent mon till not so long ago (decent though, it wasn't a powerhouse like muh powercreep fags want you to believe, the main reason for its usage was the fast rapid spin).
