If you consider that "dodge it" doesn't always work, it's clear that it's more of a heads up to the pokemon and what really ends up determining whether they dodge is just how fast they are.
The same thing applies for damage nullification cues like "just take it" or "hang in there"; it's not the pokemon being enabled by the trainer, it's just something they're doing and the outcome is ultimately determined by how strong their defense is.
