Judging by the labels, I think you may have interpreted 3'07" as being its default shoulder height, but it's bipedal, so the 3'07" height should be measuring to its head. Also, the shoulder heights seem inaccurate judging by the height lines in the background. For example, on the smallest one, its shoulder is at the 5' mark, but the label says 3'07".
Then again, I might be misreading the whole thing, for all I know.
