Mechanically it does nothing for the player and only exists for eyecandy. It can also be immersion breaking depending on how the pokemon react to you and given GF's track record they're not going to do a good job with that if they tried.
You would also end up having fixed locations for some pokemon to spawn rather than having them roam naturally.

With Overworld encounters you're forced to wait for monsters to despawn or force a despawn by going over a load zone if the pokemon you want doesn't show up. It inherently doesn't allow for quick encounters.
Now lets go back to the whole immersion point, what if to maintain immersion a pokemon is designed to run from you? Abra in that regard is a pain in LGPE.
