You also have to understand that pokemon designs tend to reflect the times. Most of genwun being extremely generic toriyama inspired things. It has a different aesthetic, but its certainly not unique or even 'good', no, putting toriyama triangle eyes on a sphere (voltorb), four spheres (dodrio) or even six spheres (eggxecute) does not make for a good design. Rather its indicative of a wider aesthetic and nostalgia for the era that cannot and will not be regained especially since the specific people making the designs have grown and moved on artistically into a more unique style divorced from being influenced by the mainstream to influencing the mainstream.
In addition they design with merchandise in mind especially with the things they plan on merchandising (all starters, pikachu, meowth) which is why you see massive heads and simple smooth limbs with "sticker" like facial features. Its because that's super easy to make a plush out of to the tune of minimal adjustments on the production line. Incidentally, legendaries are made with figures in mind being attuned to what is easy to mold plastic into. This is far more lenient in what you can do with it but still has some restrictions to it. Lucario being a good example of that. Fucking nightmare to make a plush out of without it looking retarded but fairly easy to make a figure out of.
Whether or not you agree with that as something that has merit to do artistically is fine and dandy but at the end of the day they have to make money, the shareholders expect it, so its not like they have too much of a choice in doing it this way for these particular examples. I rarely see people bringing up pokemon they dont intend to market for like Dragagle and Volcarona in these comparisons.
