I would honestly kill to have GF use my one of my designs. Without compensation either. Just knowing the fact that my ideas are know canon is enough for me.
But also just sheer volume of submissions would be almost impossible to sift through. Plus, you would habe to deal with whiny kids amd they're angry parents who feel bad because they're design didn't make it. It would be a PR disaster. I'm not saying it's not possible, Pokemon is biggest media franchise on the planet so they certainly have the money to pull something like this off. But there's a reason why Disney, DC, etc. don't accept fan submissions.
And by the off chance that they were going to accept fan designs they would more than likeltly to restrict it to exclusively Nipponland.
