It's more that this thing is a dedicated fun killer. If it appears on your screen, RNGsus will fuck you at least once, probably twice, and maybe more. Between Body Slam/Thunder Wave, Stomp, Rock Slide, Zen Headbutt, as well as any other move it happens to have with a secondary effect(and Attract in the case of Whitney, I guess), something will throw off your plans independent of you or your opponent. It's just bulky enough not to be frail, and will be a Rest set when you try to Toxic it and a Milk Drink set when it can outlast you better than Rest. However, the most egregious part is its speed. Would looking at it give you the impression of having 100 speed? That's more than Rayquaza, the same as pixies like Jirachi, and two points below Garchomp. Supposedly, it's because it can roll fast. Why Miltank and why not anything else like Donphan, a literal tire elephant? Because gamefreak said so. It can run Curse and still outspeed and flinch you, it can outspeed some of your pokemon with no investment, and it will take every opportunity to keep you in this uncomfortable place as long as possible. It's not the toughest pokemon and others can be more annoying like Jirachi and Togekiss, but somehow without anything like Serene Grace, this cow abomination creates an even greater frustration factor. Whitney and her male pokemon lottery was simply a symptom of a greater problem associated with this pokemon.
