You could try to make differences between male and female more apparent and double these numbers, and it would still be 1,3 million, more like a million if you not consider things like genderless pokemon not having male/female differences, and pokemons from the same evolution line not changing on breeding.
If you still want more, they can still make Megas for every single pokemon, and regional forms for every single one of them. They don't need to make a pokemon from scratch to have new pokemons, and more pokemons that you could ever discover.
