in-universe fights without gameplay mechanics

I was thinking the other day about how a realistic fight would go, considering there's no "turns" and the fights would flow too fast for the trainers to order every single action, when it occurred to me what kind of rules would be in a tourney.

There are many things to have into account:
>mons with a limited mobility
>time limits for the fights
>providing appropriate environments for fish-like mons
>the problems for ensuring the arenas are as neutral as possible so it's fair for both trainers
Thoughts? Opinions?
How do you think the a League (match rules, tournaments, gyms, organization, funding, etc) would function in a world free from gameplay constrains?
