Just look at a list and see how many common pokemon you'll face that are faster than you.
Abra and Magikarp literally learns nothing naturally before level 16/15, they're not usable in battle at all. It seems logical to have better reward for training them.
You can roll on Brawly with Ralts for example. You can hardly do a thing to Hala if you don't evolve your Abra.
Also Gyarados comes with Bite, Tackle and Splash, we've seen better.
To sum up, Gardevoir is great and worth the trouble. I don't think anyone would agree with you.
What a real complaint would be
