Kyurem was forced to due to being an empty husk who wanted to be whole. It's heavily implied that the process is uncomfortable if not downright painful to Reshiram and Zekrom, made all the worse by the fact that they probably know that a forced fusion like this wouldn't make them whole again.
Necrozma's is even worse, as his is straight up parasitic energy rape to entities that have nothing to do with him. Hell, BOTH Necrozma and Solgaleo/Lunala are said AND shown to still be in pain during the fusion (as evidenced by dex entries and the fused form's idle animations being them flinching in pain), and neither benefit from the fusion in any way outside of Necrozma obtaining just enough light energy to revert back to his original form, which completely assimilates the other two in the process
You're gonna have to be more specific as to why this kind would be seen as more horrific. Maybe have the Pokemon be in pain during the process, maybe make it so that the nature of the fusion causes side-effects, something.
Also, exactly how many possible fusions are we talking here. The amount of work needed is without a doubt the biggest barrier as to why this hasn't happened yet, outside of the kitchy story detail mentioned above.
More detail is what's needed, really. The idea's still in infancy I'm assuming, so you still have tons of time to fill in specifics, but a single misstep could turn this into a fanfic ReBurst tier travesty
