Bulbasaur according to Masuda is the most pokemon-ish looking Pokemon and it's how pokemon should look like in his vision.
He also described him as a monster, not as a frog, or toad or anything else.

Bulbasaur is its own creature.
hence why it's the only starter without a Japanese name that directly reference its origin like "fire lizard" or "tiny turtle".

Sure, you can see a frog, a dinosaur, a cat and maybe a dog in that design, but it's why its design worked perfectly for its concept to be "mysterious" and "isn't it strange?" based on its Japanese name.

Too bad, its concept only works in Japan, the localization ruined it with giving it a -saur out of no where.
