Lugia spends the whole movie not hurting anyone until the very end when he doesn't have a choice anymore, and even then his single attack (despite being the literal equivalent of a man staggering up to you and swinging at you while falling over dead in the same motion) is ridiculously powerful. Even the electric capture rings just.. fly away from him when they were originally powerful enough to bind the birds that were ruining the ENTIRE PLANET with their raw unchecked power.
For a god merely has to feel desire for the world to change and it will at his behest. He's a role model, an idol, something to look up to and strive to emulate.
No wonder Greevil wanted him as a figurehead of an army of monsters.
