Yes, because Volcarona is fucked without effective speed. Two of the other three Volcarona sets are using Quiver Dance (which, just to be sure you know, is just Calm Mind but with a speed boost on top) for a reason.

Anon, not even the champion battles have 4 moves per mon anymore. In LGPE, Trace has no mons with 4 moves on your first champion battle (but on rematches, he has full movesets on every mon, unlike Hau, who will never complete his starter's moveset as far as i know). It's not laziness, it's casualisation.

There's no point in giving them a move they won't use. If they want the AI to use a certain strategy, it makes sense to give them moves that fit that strategy.
I'm more concerned about Flareon being the only one with status moves.

I haven't played a mainline Pokémon game since SM originally came out but I remember vividly both wild Pokémons and trainers regularly using the "wrong" offensive move, sometime trying to used resisted or even totally ineffective move.

Wild Pokemon pick moves completely at random. This has always been the case, and is why they often spam useless moves like Helping Hand.

I think some weak trainers do this as well, but usually they have actual AI. Some will even switch.
As for Serperior, there's literally no reason for it to use any other move, so there's no reason to give it any others. Remember that the Battle Tree is more about endurance than anything else, so NPCs there can get away with one-trick cheese sets that lose hard if countered, but fuck you up if you can't answer them. That's why you see e.g. Hypnosis + Dream Eater; there might be a 40% chance it does absolutely nothing, but that doesn't matter, because it only needs to end your run once.

Yes there is, if only to not auto-lose to sap-sipper or even really niche cases like anything with a way to both disable serp's item and leafstorm like, I don't know, trick gengar or anything with embargo/knock/trick+disable/cursed body in general.
Even when accepting the fact that the battle tree uses cheese more efficiently that the player does, there's no reason (outside of some corner cases like opposite transforms) not to just fill the three other slots with random coverage or even weaker grass move if you can reliably count on the AI to understand how good clicking leafstorm generally is.

I'd guess they either didn't want to make it too hard (because, again, the Battle Tree is about your ability to win 50+ battles in a row), or they were concerned about cheeky players exploiting it by e.g. sending out something weak to a shittier move then switching to something that's immune so it's locked into something that does no damage.
Having just Leaf Storm means this is only really a problem against Sap Sipper, which is fine, because most teams won't have that.

Keep in mind that getting the AI to prioritize SE moves is trivial, but once you start including stuff like Choice items you have you be careful or it will get cheesed.

RGBY is kind of cheating. Due to the way the games were programmed, only the trainer's signature pokemon could have a custom moveset.

This is likely the reasoning behind Aerodactyl/Gyarados/Dratini line being the only Pokemon capable of learning Hyper Beam by level up aside from Snorlax.

part of RGBY having shit sets is also the sheer lack of useful moves for a lot of types, most damaging moves were normal or fighting. grass, water, fire, electric and psychic had 3 or 4 each and the rest were limited to one or two, hence the classic "the only move that is supereffective against psychic types is exclusively learned by a pokemon who is weak to psychic attacks" conundrum.

I think on paper they were supposed to be "anti-legend" moves. Thunder is to take care of Kyogre. Solarbeam is to take care of Groudon. Dragon Claw to take care of Rayquaza. Too bad it had to run off that 50 SpA.

I think the lack of non-Normal moves in general was probably a factor, as well as the fact that many of these moves would've been TMs that you could only get 1 of anyway so it made sense for them to be like super moves that many mons could use.

Sometimes I wish the NPCs would use the exclusive Z moves, such as a trainer somewhere actually using that rock dog's exclusive Z move, or your rival using the starter exclusive Z move instead of just the fire/water/grass one.

On a related note, Totem Kommo-o holds a Mental Herb in SM.
On the one hand, there can theoretically exist situations in which this works to its advantage, so it's less egregious than this example.
On the other... they clearly MEANT to give it a White Herb for Clanging Scales and just somehow screwed up.
In USUM, it was replaced entirely (I think with a Roseli Berry).

The eyebrow-raising part is that of all the options, Pidgeot has a TM move while the rest of it sans his starter are otherwise basic. And if the rival used the Blastoise set then Gyarados would be replaced with Exeggutor which was even worse because it had neither Psychic nor Grass STAB.

Because of how having decent Attack stat in the old games was enough to brute-force most fights, I used to think that they deliberately sabotaged some of the movesets as some form of "breather" phase where the average player didn't need to worry about getting destroyed physically AND with Special STAB moves while trying to heal/rez another Pokemon on the team. Otherwise there'll have been Solarbeam/Psychic Exeggutor and Flamethrower/Hyper Beam/Body Slam Arcanine.

Yeah that's why I said on paper. Obviously Aggron has no way of beating Kyogre or Groudon. But you know how Gamefreak is like. It's really the only reason I can think of why they would stick those particular moves on a mon that really couldn't use it.
