Battle is optional, easy. Speech is a great utility. They can clearly understand us, but probably just the broad intent of our words. If they're raised around humans, I don't see why the sharper among them couldn't learn English. It would take some training to pronounce human sounds, but I'm sure some can work it out.
I'd suggest they stay "caught" by me so no one else can take them, but it's their choice.
In fact, I'm a writefag and write all about this. The dynamic of having a character who is treated equally by the trainer who knows what they're capable of but is treated as an average pokemon by the rest of society makes for excellent storytelling possibilities and tension in the world as a whole. It also makes for great social considerations like "How does society treat psychic types that are so clearly mentally apt? What other pokemon fall into the category of "intelligent" but don't typically get given the benefit of the doubt and are indignant about it?"
