As a result, there are a bunch of pokemon with virtually no legs and only feet. Jigglypuff, for example. Similarly, there are a bunch of pokemon with flat feet and no toes with claws sticking right out. Dragonite, for example.
So those dedicated footfags can appreciate the overall design and assume what it would look like if it wasn't money-saving animation.
TL;DR they are flat, yes, but they could easily be depicted otherwise and I don't mean by changing the art style
