Sinnoh also had a lot to explore. I remember most guides used to say there was only 1 Shiny Stone and 1 Dusk Stone in the game, but there's 2 of each. Nobody took the time to explore Mt Coronet and the Victory Road to the fullest.

Unova was also huge, but most of it's exploration depends on the seasons so nobody did it.

Then Kalos and Alola were both unfinished.

These are all important locations that can be found simply by ACCIDENT just by bumming around in the ocean. The sense of freedom and adventure that Hoenn's ocean routes boast is completely unrivaled in the series. I haven't even mentioned the currents and divable areas that encourage you to be thorough, truly giving you a sense of exploration.
For comparison, pic related is what Nu-Gamefreak is capable of today. To add insult to injury, this is the BIGGEST water section on a region based on fucking Hawaii. Truly pathetic.

Oh shit you right, my bad, I don't know why I thought shards were for tutors in gen 3.
Emerald is my favorite game, and I genuinely like diving around exploring the underwater (and overworld, but that's not relevant) but i won't lie, the stuff you get is pretty bad. If you don't think it's a worthwhile or enjoyable experience then more power to you, but I think it gives the games a little charm.

That's the thing. >>38733724 is absolutely right, Hoenn's oceans are not lacking for locations to find- consider the water routes that came before and it is frankly one of the few cases Ruby and Sapphire were out-and-out "next gen" by comparison. But they sorrrrrely lack for Pokemon variety and diving being very worthwhile. I get the worldly reasoning for making Evolution Stones so sought after, but they are too mundane and necessary to be an end in of themselves.

You have to go to nearly all of them for the story. Emerald even made Sky Pillar mandatory. Regice's Cave has literally nothing unless you solve the puzzle. Hoenn was shit. Too much water with nothing in it. Despite adding the most water Pokemon you find very few when surfing or diving. I can understand feeling a sense of adventure when you're a child but as an adult the water areas are lacking in nearly everything. Needed more islands with trainers and items, a larger variety of Pokemon in the ocean when surfing, diving or fishing.

Its possible find places like Evergrande while nowhere near the end of the game and it's a feeling that invokes wonder as you imagine its purpose later in the game. I'll take that over walking from point A to point B in a hallway like what we get now.

It's literally the only gen where travelling on water was actually fun and interesting. The water routes in gen 1 & 2 felt shoehorned and weren't engaging at all.

I dont really find Sinnoh to be that unique at all. Most of it are caves, forests, and tall grass which kind of makes it boring. Plus the slow speed really makes it hard and tedious to do much exploring. This is coming from someone who scoped out those places you were talking about. I did the Victory Road, Seabreak Path, Stark Mountain, etc postgame areas and I still find Hoenn's oceans to be much more interesting

ok well, either way they still show up if you fish so what do you want? them to add wailmer luvdisc and corsola to the underwater encounter table in RSE? that seems nitpicky to me, and furthermore if they just added every pokemon available every way in water routes, you guys would just complain that every underwater zone is too similar and its the same pokemon no matter if you fish dive or surf. as is its probably good the encounter tables are somewhat distinct.

It is more that if we want to buy that Hoenn's ocean is THE open ocean, it demands even MORE water types to feel like the real thing. Which Game Freak does acknowledge straight on with diving having distinct water types, but the, er, sea is the limit. And it is a bigger proportion of the map than any of the other games.

That's not even half the list. Even counting Emerald it's not a majority. Hoenn was far better than later games about having areas you weren't forced to go to or explore.

The biggest flaw really is pokemon diversity while surfing. Having different rare or common encounters in different sections of sea would have cut down on a lot of the monotany, even if it was just stuff you could find elsewhere with a good rod. Wailmer and Sharpedo really should show up while surfing though, and it would have been nice to include more water types from Kanto or Johto to ensure that fishing on different sea routes had more distinct results.

The only real weakness of the hoenn water areas is the lack of pokemon diversity, they should have added sharpedo, corphish, crawdaunt, staryu and starmie depending on the routes. There is simply too much lake and river biodiversity but not enough on the sea.
