There's no reason Ice Punch couldn't be added specifically for Black Kyurem whether it makes sense for the other forms or not.
For that matter, let's also note that the Gastly line gets Ice Punch. Now, everyone is quick to justify this because at least Haunter and Gengar have arms even though Gastly itelf does not... but can we really say even Gengar is more deserving than Kyurem, whether it's fused with Zekrom or not? Gengar is just as frail and immaterial and has similarly awkward arms; if Gengar is allowed, why NOT Kyurem, regardless of form.
