In the 13th Pokemon movie, Zoroark: Master of Illusions, the eponymous Zoroark is a mother trying to find/protect its child.
This carried over into the games, as the event Zoroark you get in Lostlorn Forest in BW is 100% guaranteed female.
The gender ratio is meaningless, as Game Freak think that skewing the gender ratio toward males makes it harder to breed. It doesn't, and the fact that most Primarina are male doesn't seem intentional, owing to their incompetence.
This further implies that all male Zoroarks are edgy OC donut steels while female Zoroarks are MILF waifu material
reminder that Zoroark can speak while in disguised form in-game
