-Caucasoid skull shape : Pokémon characters all have the same skull shape with some minor differences,and isn't meant to be racially accurate (same for the eyes, Erika who's meant to be asian for instance, has big eyes).
-Blue eyes : Lenora
-Hair : They aren't meant to be realistic, most characters from the franchise don't have haircuts that would work IRL, they're chosen to make the character's design stand out,like Kiawe's who's hair were made to look like fire.
-Skin tone : Do I really have to explain ?
-Lips : Pokémon character mostly don't have lips, just a black line (see Grant,Marshal etc),the only exception being makeup emphasizing the lips (Lenora,Olivia)
-Nose : same as the lips , see Lenora and other obvious black NPCs, they're not meant to be racially accurate
That's just how sugimori's style (or anime style in general i guess) works, it stays mostly ambiguous.
