There's a certain cultural understanding that you ask for what you want, you don't ask permission unless you want to be told no, and if something is there, you can take it. It's your prerogative to take up as much space as you want to and can, and to enjoy yourself entirely, and everyone else can fuck off.
Coincidentally, this happens to rub most Japanese people the wrong way in a very big way.
That's part of the reason the Japanese hate the Chinese so goddamn much.
But that's also one of those unwritten subtleties and details about an anime character that has a near 1-1 correspondence with some real, 3DPD factor. Like, the genki fang really just meaning the person has fucked/crowded teeth.
"expressive" characters that stand out from the rest of the series are essentially people who demand that sort of "paying no mind to how you may or may not be bothering the people around you". It's not a strictly Chinese thing, but it is characteristic of the stereotype they hold.
It gets a little muddy when moe, gags, and memeforce get involved, as having a meme-worthy expression makes a character more visible now, but broadly speaking, that's kind of how it works.
