Before August 2019 android devs could simply make a 32bit version of their app as both 32bit and 64bit OS can run them.
But after August 2019, new apps and updates who want still want to support 32bit OS have to be published in both 32bit and 64bit format, in order to improve the performance of apps for 64bit OS.
The problem is that this policy will be made even stricter in 2021, as every new Android version will be 64bit only from this year on.
So the incentive to build both a 32bit and 64bit version of an app is greatly reduced, as any dev time poured into the 32bit version will likely be trashed in 2021 when the vast majority of Android phones will run a 64bit OS
