It certainly does look like they extended the cliff on the left of the Red City like you're saying, but I wouldn't say that rules things out here.
The map isn't 1:1. it shows nothing of the varied elevation within the actual Wild Area. Like, when they're down by the rightmost lake with the big rock across it, they're at such a lower elevation that they can't even see to the right side of the map due to the sloping hills.
We don't see every inch of that left side, so there could still be some open section of it that leads to a small beach area.
Hell, with how shit everything in the Wild Area looks, they could have even put something in to cover the vision to the beach area.
Point is, I really doubt they flat out changed the map in such a way so late in development that the official map they released is now completely wrong on a section. There's gonna be something in that side.
