Because they are usually cut for a reason. For many of these ones specifically I can see it being because they were too unnatural to be believable wild creatures. Examples being the shark anchor and cat with bell for a tail.
You could argue that they don't care about stuff like that, but they do to an extent going by interviews.

Wish GameFreak didn't hide all the beta/cut/concept art for Pokemon, they could put out pokemon that never made and maybe have a poll to see if enough fans want to see it given a chance to shine in newer games, kinda like the make your own Pokemon events, I miss stuff like that, I love the make your own Robot master for Megaman.
But After Kirby Star Allies showing all the behind the scenes stuff made me realize how stingy GameFreak is with what's going on in the background.

Perhaps that is why they don't show it. Leafeon and a few others did come back after all, albeit very redesigned. For what it's worth they have been more generous with such content when it comes to gen 1.

I like this Scizor, witsh it was a variant of sorts as it looks much more like Scyther

They did revisit a few.
Leafeon, Happiny, Lickylicky, and what looks like Mime Jr. were all in the beta, albeit redesigned.
More might be brought back in the future.
