Would have liked to be a fly on the wall at Genius to know the thought process that arrived at this man. He's obviously meant to stick to the hell out. I've always wondered why Nascour's team was so haphazard when every other Cipher head had a general strategy, but that could plausibly be the eleventh-hour clue that he's not really the man in charge. "Huh, THIS is all the big boss is packing?"
More telling, if you read it that way, is that Cipher still existed for the 5 years between games and nobody bothered to try and get them out. Are we meant to be believe that the other four were also arrested and the Deep Colosseum is just a gameplay bonus?
