A dex cut was always inevitable unless they just stop adding Pokemon, which they're never going to do because adding new Pokemon brings in more sales than keeping all the old ones. If they bring it back now, they're just going to cut the dex again on the next hardware upgrade. They're better off using those resources improving other areas of the game than wasting time adding back every box filler and irrelevant legendary.
