Those are the counters that are viable in the OU meta. There are a shitton of other pokemon that can counter Ferro that aren't listed because they aren't viable. Pex is a much bigger problem anyway

honestly at this point you can use statistics to make any side in the argument

numbers as opposed to percentages are a way of looking at this data because its the number of individual options

on the other hand you also have a point since a percentage can give us a little more insight, individually there are way more viable pokemon for OU but the rate that the number of non-viable pokemon increases with each generation is a faster trend

it all depends on what you actually care more about, proportionate diversity or numerical diversity, both have their pros and cons

Ferrothorn can likely be countered by Salazzle

Toxapex can likely be countered by the new poison/electric mon or a well built Jolteon. From what I know tox doesn't get earthquake and hopefully won't, so any electric type with access to Thunder/Wild Charge and nasty plot/charge beam can body it rather easily.

Same rules apply for ferro-- Any fire type that can survive spikes+sneaky pebbles can blow it up with fire blast.

You can clearly prove that numerical is more important though. If they removed every pokemon except Charizard, there would be 100% proportionate diversity; every single pokemon would be equally viable. Whereas if you made every existing pokemon competitively viable, but then added 10000 worthless pokemon to the dex, that wouldn't change the fact that every current pokemon would suddenly be viable.

The stat estimations aren't necessarily 100% set in stone and may be off slightly, but it certainly has good bulk and it has at least one boosting move in Hone Claws. Swords Dance is all but guaranteed considering GF has gotten less shy about giving it to birds and it is a knight. It could take over Skarmory's role as a hazard setter/controller if it gets the relevant moves, but it could also be a boosting tank assuming Roost and respectable coverage. It's confirmed to have both Brave Bird for raw power and Drill Peck for no recoil.
