Because switching your regenerator mons over and over while hazards/toxic do all the damage is boring as shit. Why do you think there's an item clause in official formats? Smogon is the only place that holds onto that because stalling doesn't function without 6x leftovers/black sludge.

This, things like BP ban and 6v6 format over 3v3 exist to protect stall as a playstyle, it hasn’t actually worked in the real game since gen 4

Because Pokemon's combat is fucking awful. So much RNG. I can't understand how anyone could play these games competitively or speedrun them. The combat is fine as filler in the gameplay loop but when you actually push the mechanics to their limits it's a fucking infuriating mess.
