TL;DR: The over criticism of gen 5 broke Masuda and now he's been gradually reducing the quality of each gen to get back at fans.
Proof(So far):
>Over half the pokedex got cut, guaranteeing a lot of favs would be out.
>Most of the non-new Galar dex are Gen 5 pokemon.

it's not as dramatic as you're making it out to be. all you have to do is read the development blogs from black/white and see how happy, proud and excited masuda was about that game. he put his heart and soul into that game, trying to give a fresh new experience, and all anyone cared about was MUH PIKACHU CHARIZARD. who WOULDN'T lose passion for the series after that?

The gen 5 thing is because they're going to resell the gen 1-4 Pokemon in the DP remake next year so they wanted to keep as many of the older Pokemon out of Galar as they could. Meanwhile gen 6 and 7 are both still in print and on store shelves so they don't care about including too many of them.

pokemania was already over when gen 3 came out. crystal flopped hard and the anime went to shit when they couldn't finish the gs ball arc. yu-gi-oh had taken pokemon's spot as the hot new fad.
normalfags started thinking about pokemon again when '90s nostalgia became trendy. black/white had the misfortune of being a soft reboot at a time when "le epic '90s kids" were practically begging to spend money on pikachu and charizard again like the "good old days."
everything since gen 5 has been a desperate attempt by game freak to make up for the opportunity they missed back then - at the expense of innovation, artistic integrity, and quality.

The whole idea behind team plasma actually gave players a second of "shit, am I the bad guy?". Now not every game need to do that but still, it was nice to have antagonist with some ideological weight.

That's another good example. Tomino has largely gotten over his beef with Sunrise too and mostly moved past his Kill Em All phase. But it can't ever be forgotten that there was indeed a time where he had gotten fed up and tried to sabotage his current work

Gen 5 had the dissonance between the propaganda message to the actual gameplay, it was like Bioshock Infinite, :"Oh feel sorry for Liz for killing the murderous bitch, while you stand knee deep in blood."

The crappy Pokemon design, and time-gating locations due to seasons was poorly implemented, Gen 5 was a miss.

Yeah, because those games made over 1 billion and one of the things that made Gen 2 work so well was it's compatibility with Gen 1 as a result with the Game Boy and Game boy Color working together. Now imagine if some nintendo exec said: "Hey, we have a new handheld coming out very soon. It has no functionality with any of the older consoles we've made but at least it is compatible with our new home console we're going to release around the same time. All we need you to do make that game you made before that made us all a shitload of money. Oh and the home compatibility, we'll leave that to the devs that know what they're doing" Even then it came out a year late and was pretty much set up for failure.

To my understanding, Ohmori was essentially trained under Masuda to follow a lot of the same decisions and design principles, so he's effectively a successor identical to the original. And as others have stated, if interviews are anything to go by, Masuda still has a lot of say in the development process.

Gen 5 barely did anything to innovate the franchise. If anything Gens 3 and 4 did way more. Gen 3 introduced double battles (which got fleshed out well among spinoffs that extend into the succeding gen), abilities, natures and much more and Gen 4 introduced the physical special split. Sure you got Triples and Rotation battles but they like every other gimmick in gen 5 just felt shallow and unnecessary. It kind of felt like the changed everything that didn't need changing but left in what should have changed.
