Macro Cosmos was using mostly scraps of Wishing Stars initially, realize they are parts of a Pokémon, assume (Note: Assume) that Pokémon will give unlimited Dynamax energy if re-awoken to a full state because Wishing stars give Dynamax-energy, though there are a Finite amount of them, That Dynamax Energy would then be used to make "real" Energy like electricity.
Rose wants to awaken the Pokémon, let Leon Catch it and then use the caught Eternatus to be the new power plant by turning infinite D-Max energy into Infinite Energy.
Here comes the issue:
1) Rose in his haste acted on assumption, it turns out that Eternatus absorbs energy, not provides it, likely it is more of a power converter that turns other energy to dynamax energy, basically the opposite of what Rose expected.
2) Rose overestimated Leon and underestimated Eternatus and basically got bailed out by the sheer luck (you) and Hop figured out the whole "Z-Dogs were the Heroes" plot and brought the weapons (that considering the Post-Game could been what actually attracted the Z-Dogs, rather then Eternatus awakening, especially considering their "late" arrival.).
TL;DR:
Rose: INFINITE D-MAX MEANS INFINITE ENERGY. I AM SMART!
