Also he didn't make the Eaters, they were made by King Drasil, he just learned about them and wanted to control them. Whereas in Savers he just yadda-yadda'd into making artificial Digimon. Besides in Savers they just showed up, beefed with Craniumon and that's it, in CS you had to recruit them or fucking kill them. I think this is a significant enough difference than their appearance in Savers.
