Understandably a flaw but it is good for people who want to regain experience or catch a shadow pokemon they failed to obtain earlier in the game

If I remember right, isn’t there a tournament that lets you catch the three dogs and other boss shadows after you beat the game? I don’t remember if you could get Tyranitar though.

I'm not sure about Metagross or Tyranitar because I think they were betting on you catching at least one of the two with Eagun's master ball but you can go to the Deep Colosseum an infinite number of times to attempt to catch the dogs.

XD is better but you can see that there was quite a bit of intervention in the themes and what not to make it seem a bit more like the mainline titles with making the protag a kid, removing pokemon attacking people and the change in the level curve. The former is better thematically since you're an outlaw. You still have to appreciate that the main purpose of the game was to bridge the gap between the missing Gen 2 pokemon and Gen 3, yet they game enough of a shit to include genuinely good AI and actual postgame content even within the limitations they had.
