I mean look at Star Wars, its a technological wonderland, but a lot of them have normal human lifespans without the Force. The only one in Pokemon we know that haven't aged like shit assuredly is AZ, and he's a special case. Mr. Fuji and Blaine are like the oldest people in the entire Pokemon canon.
I mean its all conjecture and baseless assumptions anyways, but I'd still say Cynthia isn't that old. She reminds me a lot of Samus, who is only 25 as of the latest chronological game, Fusion, she's like 18 in the first game and 20-21 in the Prime games.
Japanese people don't really make characters all that old so young teens/adults can self-insert easier and relate more.
