Only 5 Pokemon have more than 100 base speed in OU.

Absolute speed value doesn't matter that much. It's the way speed works that fucks the game up.
A real solution would be to have moves that raise or lower your base speed by about 10 points. Then speed would matter outside of having 1 more point than your opponent.

More like Flame Charge. I didn't explain that properly.
Moves that have, say, over 90 BP and no drawbacks will lower the user's Speed by a few points. Not a full -1 Speed, but the equivalent of about 10 base speed.
Likewise, weaker moves with no strengths could raise the user's Speed by 10 or lower the opponent's Speed by 10. That way, you don't have situations like Garchomp having 102 Speed and being essentially unstoppable. Now you need a full 11 points over the opponent to maintain the Speed advantage.

Yes. And flying types (and levitating mons) are immune to arena trap. Hence why it's allowed and shadow tag isn't. Shadow tag is so much better.

Rillabooms signature attack has 80BP and gives -1 speed, I have found this pretty damn nice in Battle Spot singles, example. Mimikyu goes for swords dance in front of you but you are faster after the attack and he can only dynamax to survive in the next attack in which case he will die to the next mon for free.

but having more attacks that affect speed would make speed investment more strategic and stop a lot of the retarded Set Up > Sweep bullshit that pretty much defines the game
as a compromise, the effect should be small enough that fast mons are still fast unless they're spamming a speed lowering move every turn

How about we just not do anything? We have more than enough speed control to prevent any fast Pokémon from getting out of hand.
One of the simplest aspects of the game to grasp, the faster Pokémon moves first, and you fucks want to mess with it out of pure autism

In older Gens, Mega Gengar and Gothitelle would trap the defensive Arceus forms and Chansey to let their respective set up sweepers like Xerneas or Salamence.
It was so vital and common that Blissey was preferred over Chansey since it can hold Shed Shell.
