Pretty sure Decidueye's slot for Pokken was way older than Incineroar's slot in Smash, since Sakurai himself said Incineroar was the latest adition to the base roster.

Hence why you don't see him in the World of Light CG cutscene. He was implemented fairly late in the game developement.
