It literally came out the day the fully-evolved starters first appeared in the anime. Its vote-gathering happened well before then, so there was no potential bias save what people thought of them in-game.

I'm 75% certain Sakurai was the one who got to select which one he wanted, and he got to see the designs before Sun and Moon were released. Sakurai thought Deducieye would have had good moveset potential or however he worded it, but he picked Incineroar because a grappler would make for a more interesting playstyle, or it was a playstyle not represented (well, if at all) in Smash so far. And that is how Incineroar was picked over the ghost grass starter. I swear I remember reading about this before (not on 4chan, but from some interview) since I'm too stupid on my own to make something like this up.

So since Charizard has a second Mega, Greninja has Ash-Greninja it would be nice for Decidueye to get an extra form. An extra Grass starter form would be neat.
