Landorus isn't broken or even near close to it. It's just a better jack-of-all-trades than we were used to prior to gen 5.
Landorus isn't an amazing sweeper

It's 100% weaker without Z-moves because now lando will be predictable on team preview, from the usual sets to gimmicky gravity.
Landorus is a good mon that offers a lot of tools while not being opressive on any category.
It's decently fast to threaten the common slower mons.
It's decently tanky on the physical side thanks to intimidate, even after the indirect nerf to it.
Offers slower than usual U-Turns. Still fast enough to chip slower mons.
Scarf makes it easy to use against the common 100-110 speed tier, unless those are scarfed.
It doesn't need items to hit hard with that massive base attack.
Obvious access to stealth rocks and defog. I did talk about gravity earlier and that actually comes in handy when dealing with the best defogger, Corviknight.
It has more pros than cons to using lando, but that's expected from a OU pokemon.
