The best region for hair overall is Unova. So many Unovan girls have super long and thick hair done up in amazing styles. Even some of the NPC's have amazing hair (the two most notable being the Ace Trainer and Scientist). There must be something in the water of Unova that makes women in that region grow hair at insane rates
