Honestly?
It only needs to be buffed to 51 Base Speed, a Timid Nature, and max Speed investment to outspeed most Pokemon after a single Agility or Tailwind support.
442 outpaces everything that isn't Choiced, already boosted, Ninjask, or Speed Deoxys.
Sure it isn't readily speedy, but it's more interesting than pulling from all its other stats to make another glass cannon bug. Plus with only 51 Speed you can choose between Speed or Trick Room if you want to do that kind of thing.

That makes the pokemon extremely gimmicky. You either waste a turn using Agility or build a team areound Tailwind.

The most logical way to fix it is just give it an average speed stat but nerf a bit his Special attack. Or even copy paste Chandelure’s stats, it would work.

43 is its combat speed, not its travel speed.
Keep in mind that it's also a railgun, and railguns aren't known for their rapid fire capabilities.

Its not about being a “railgun durr hurr”. Its about Alola’s shitty design for its mons. They though making them slow would bring the trick room meta as a staple. The only thing it did is literally make more than half the dex unusable
