If they truly wanted to reference Pokémon they would have used a more recognizable Pokémon, like Pidgey or Spearow, or even Staravia as DP was the current generation at the time of the movie's airing. I don't mean more recognizable just as in Kantooo, but mainly as actually not a fucking carbon copy of the real bird. On the other hand swallows are a common migratory bird, so it makes perfect sense to use them for this kind of gag instead of, for example, pigeons as a Bulbagarden user suggested, since urban pigeons are mostly sedentary birds.
