Actually it was UU in gens 5 and 6. All of the NFE were usable in PU because of how Smogon deals with them. This includes ones like Chansey, Scyther and Porygon 2, regardless of how strong they were. This led to shit like Chansey being banned from NFE, NU (and PU by proxy), RU and UU in the span of 2 days

Basculin is surprisingly good in its own right because of Adaptability. Along with that, it has one of the highest Speed stats of all Water types at 98 and a workable Attack of 92 meaning it can do some big damage. Its Water STAB is already competent in each generation with Waterfall and Aqua Jet in Gen V and phasing Waterfall out for Liquidation in USUM, and now gets even better with Adaptability Flip Turn which allows Choice sets to be great for it when it has that STAB boost and free switching. Along with that, its additional coverage is very competent with Crunch, Superpower, Zen Headbutt, Final Gambit, and even Head Smash, and I believe Gen VIII gave it Physical Ice coverage with Ice Fang so now it isn't restricted to Ice Beam for that coverage.

I could go on, but these are all top tier threats in NU, which either hate to switch in on potential Hydro Pump, take heavy chip from Flip Turn, or die from coverage.
It's only true counter is the thankfully very viable Silvally-Water (which will likely keep it in the tier) but still.

Top-tier NU when Intimidate came out.
Now top-tier UU after Isle of Armor
Although Incineroar will probably drop a bit if the legendary and other Pokemon come in Crown Tundra, as OU becomes Ultra Beasts and Legendary Pokemon central again, I think it is great that Incineroar has come so far. Noivern, too.

It's not quite as bad.
-Fishious Rend hits far harder in OU than Adaptability Specs Hydro Pump does in NU
-Hydro Pump obviously isn't as reliable as Rend for accuracy reasons
-Several water immune mons are actually viable in NU and aren't just there to check/counter Basculin
-Basculin doesn't have Dracovish's great typing and bulk
-Basculin doesn't necessarily force you to run water immune mons, but it is nice to stop Flip Turn spam
Now, Basculin can run a physical and special set, and burning it is nebulous, which are two advantages it has relative to Dracovish. We'll have to wait and see but I don't think it's getting banned anytime soon
