Yes and no... With over 9000 pokemon, it's important to design them in a way that conveys their typing.
Colour coding is a thing, and TPC use it in a lot of their designs.
Blue is often water, red is fire and yellow is electric.
Expecting a black pokemon to be dark type isn't as retarded as you want to make it sound.

reminder that the only dark types to not have variations of black, gray, or purple on their bodies are Nuzleaf and Greninja. The latter of which gets a bit blacked with a special form.

Honorable mentions: Alolan Grimer who has black eyeshadow and most gen 3 dark-types who have black around their eyes presumably to make them look sunken in.

Steel lucario makes no fucking sense. Just because it shares it's color scheme with metagross? The fur isn't metal. The spikes might be, but every other mon has gray spikes on its body. Metal skeleton? Wolverine? I think they just wanted it for the cool factor and defensive benefits. Ghost/Fighting or Dark/Fighting would have been better imo. It's Anubis, Egyptian god of death. Blaziken got Fire/like the sun associated with Horus.

Luxray satisfies every single one of these common qualifications. You can ask "why isn't Psyduck electric?" and "why isn't Lucario dark?" all you want, focusing on just one aspect is missing the point.
