Remove eviolite.

More useful items in general might help. Blissey has only outclassed Chansey when held items have been important (like in ubers with Shed Shell when Mega Gengar became a thing)

Blissey is so cool, I had no idea it existed as a child(despite being very into pokemon) and I had caught a chansey to use on my team in leaf green, suddenly after the game is over I'm walking around and it just starts evolving, I flipped my lid, this experience cemented blissey as one of my favorite pokemon.

Eviolite isn't even a problem on mons with sidegrade evolutions like Porygon-2, because Porygon-Z is still useful in a different way.
Eviolite Chansey is just Blissey but better, though.

Scyther, Magneton, arguably Trapinch (still shit but at least has a niche in Arena Trap), Clefairy in VGC, Doublade, Galarian Corsola, Type:Null, Riolu, Murkrow, and Pikachu.
I'm sure there's others, but those are the only I could think of.
If there was an attack eviolite, more of these would be good.

Make it so the eviolite's boost is dependent on how many more times the mon can evolve.
If the mon can evolve one more time like Chansey, it only gets a 1.25x boost.
If the mon can evolve 2 more times like Happiny, it gets the 1.5x boost that we all know and love.

It's the equivalent to about 150 base Atk. And that's not even counting the Hustle boost.
With an attack variant of Eviolite, it'd get that with no downside.
