Because Stealth Rock was never broken. It was counter-play in and of itself, to counter stall and endless pivoting (and to a lesser extent focus sash cheese).
And surprise surprise, stall and pivot mons are the ones using HDB the most.
Volcarona and Charizard never needed HDB to be usable despite what the memes say, and most people would rather run mons that are already decent without the boots than use the boots as a crutch to support shitmons who weren't viable in the first place.
HDB isn't the end of the world, but it never really needed to exist when counter-counter-play like Defog and Rapid Spin already existed, and Rapid Spin just got a buff this gen.

It's not "being locked into one move", you're making it sound like choice mons effectively have one moveslot. You can choose one of 4 move to use until you switch out and it resets upon switch.

If anything, it requires more intelligence to correctly predict the right move to use, since there's a higher risk to selecting any move while choiced.
Retard tier is willingly sacrificing necessary power/speed so you don't need to predict.

Because it was nowhere near OU due to lackluster stats and Heatran and not Healthy Hematite, wow Volcarona was fucking unusable before thanks GF!

Stealth rock has been dumb as fuck since D/P/Plat but I assume Smogon/online play is nowhere near as refined/knowledgeable as it is now so stealth rock is more of a tradition at this point. It wasn't viewed as a problem back then, but with more knowledge, it's dumb as fuck but after a decade has passed, it's just easier to ban the new then ban the old. Stealth rock should have been banned back during D/P/Plat.

No, its more that people were more conservative about brokeness and didnt jump into first opportunity to ban something. Move bans also werent a thing unless they were luck based. Sleep and Freeze clause were grandfathered from gen 1 stadium rules where those status conditions were actually busted.

Incineroar was a NU Pokemon that jumped 2 tiers all the way to the top of UU with some niche viability in OU all thanks to HDB (Parting Shot too I guess, but it had U-Turn before).

Chansey/Blissey is actually one of the best potential textbook examples on how heavily hazards impact even Pokemon that arent weak to them. Literally nobody predicted this would be a thing before IoA dropped. Now tournament class players are forgoing a straight up bulkier version of Blissey thats been used for 3 gens just to make hazards damage more managable.
