Black City is suppose to symbolize greed, so considering Unova is based in NYC, I always viewed it as Wall St, which I've been to a few times.

Black City, just like the financial district & Wall St. is a stressed filled place of constant competition and consumption.

If I lived there, I'd move to White Forest, or hang with Cynthia & the gang in The Hamptons/Undella. That's peaceful.
